4 arrested in connection with California teens' 2016 disappearances

The Yolo County, Calif. Sheriff's Office released Monday the names of the four men facing murder and kidnapping charges in connection with the 2016 disappearances of two missing Yolo County teens, Elijah Moore and Enrique Rios, officials said.

Chandale Shannon, 21, of Winters, and Jesus Campos, 18, of Woodland were arrested Friday on charges of murder and conspiracy, according to the Yolo County Sheriff's Office. Campos also faces kidnapping charges.

Jonathan Froste, 21, of Knights Landing, was taken into custody Saturday and booked on charges of murder and kidnapping, officials said.

According to a criminal complaint released Monday, a fourth suspect was also named. Davis Froste was arrested on similar charges connected to the teens' disappearance, including murder and kidnapping, per the complaint.

"Just because we made some arrests doesn't mean this case is closed," Woodland police Chief Luis Soler said during a Monday news conference. "We are still investigating this case -- it is far from over. There is a lot of evidence out there still to collect."

Woodland police Lt. Aaron Delao said that the men who were arrested have been looked at for a while, and investigators have conducted a number of interviews with them over the last 19 months. Delao said they were persons of interest for a while.

However, investigators could not elaborate on what the evidence was that led them to the men or where they were finally arrested.

Soler added that they are still treating the teens' disappearances as missing persons cases and could not reveal if the bodies have been found.

"I cannot imagine having to deal with this for two years, wondering where my kids are, what happened to my kids," Soler said. "We have been in communication with the families. They are appreciative of what's going on."

A spokesperson for the Rios family released a statement Sunday night after news of the arrests came out:

"The Rios family would like their privacy respected at this time. They thank everyone for their love, support, and prayers during this hard time. We are stepping back and letting the Woodland police and FBI do their jobs. Thank you."

Delao said the lead detective reached out to Moore's family over the weekend notifying them of the arrests.

"Lead Detective Matt Jamison reminded (Moore's mother) that we are not stopping," Delao said. "This is a very fluid and active investigation. She was saddened, but she did express some relief that arrests were made and that it's possible that there is some finality."

In late 2016, Moore, 17, and Rios, 16, vanished 25 days apart. The two were friends and classmates at Cesar Chavez Community School in Woodland.

Woodland police said back in 2016 that investigators believed the disappearances were related and suspicious in nature. The FBI became involved in their cases and offered a $10,000 reward for information.

Rios was last seen at his family’s Esparto home on Oct. 16. He was reported missing by his mother on Oct. 19. Initially, Rios's case was treated as a possible runaway because there was no evidence of foul play.

Moore was reported missing on Nov. 6. His mother last heard from him on Nov. 4.

Surveillance video showed Moore cashing a check at California Check Cashing in Woodland on Nov. 4.
